Section 1: Pre
Race
1-1) RULE NUMBER
1
No
whining!!! It will not be
tolerated in this league. If you have a problem with a driver, write down
the lap and discuss it after the race with the admin of the series.
Save a replay of the incident, the Admin always does the same so they will
have it as well. Disrespect to other driver is just cause for points
removal, ejection from race and or removal from the league. (all
admin's will decide)
We are all here to have fun.
Hence the Golden Rule of "Fun First and Fore
Most" |
1-2) Driver Meeting Notes
(DMN's)
These are sent out to all signed
members for any of the Race Series being ran that night.
The Driver Meeting Notes or DMN's
has all the latest Series information for that night.
Any information that you would need
is in this E-Mail and should be read before each race.
What track version, in some cases a
Race Set may be attached to it, it also has all Team Speak info along with
Passwords and Server names.
Any New Updates will always be
posted in these as well.
So it is a must read before the
race.
1-3) Pre- Race Practice and
Warm-up (Day of Race)
It cannot be
stressed enough, that DEI-Racing wants to run fun, clean,
competitive races. Further, that its membership shall be respectful of the
time and effort of member drivers. In that context, DEI-Racing wants to make
clear that it WILL NOT TOLERATE those who are disrespectful, and discourteous of
fellow members and drivers.
Be Careful, Alert and Courteous. Leagues,
DEI-Racing in particular are to be fun.
1-4) Race
Day
This point commences on designated night for each series,
unless NO sanctioned DEI-Racing race is scheduled for that night. All times
listed in this document are based on Eastern Time. It shall also be considered
"Race Day" for "event" and invitational races run on dei-racing. And as such
"Race Day" under these conditions shall commence at the time that practice for
such race is specified to begin. Race Rules DO NOT cease until the end of the
race WHEN ALL CARS have parked in their assigned slot on pit road and the server
has been reset by ADMIN.
1-5)
Practice
60 Minutes of
practice session (90 Minutes for Cup) for member drivers to familiarize
themselves with the track, track conditions, pit road placement, adjust setups,
practice running their lines, running in traffic and pit
stops.
1-6)
Qualifying
Drivers
should promptly qualify. The faster Qualification is over, the faster
Warm-up/Happy Hour can begin. Drivers Serving Black Flag Penalties Shall
notify admin they are there, wait for admin to ok entering Qual, and then
retire- aborting qualification.
1-7)
Warm-Up/Happy Hour
Ranges from 0-15 minutes
depending on Series, this info can be found in the DMN's
(Refer to Section 1-2 above on
DMN's)
Section 2: Race Rules
2-1) Contacting an
Admin
For the fairness
to the admins that are racing, please refrain from contacting an admin during a
race session to handle issues that occur on track. It is unfair for the admins
to forfeit there race session to handle issues. If you are involved in an
incident, Keep the said incident on replay, keep track of the lap it occurred on
and whom it occurred with. Contact an admin with this information either when
all races are done for the evening, or by email. If there is an incident that is
affecting everyone as a group, (i.e. someone's ping is creating warp and
unraceable conditions, someone has turned around and is running in the wrong
direction, etc..) then this is something that needs handled
immediately.

2-2) Pace Lap (Starts
& Restarts)
2-2.A) Drivers shall maintain a min.
distance of 0.1 seconds from driver directly in front and a max. distance
of 0.3 seconds, if more, it can be considered Hanging
Back.
2-2.B) Hanging
Back, Running Starts in the field ARE NOT acceptable and given a 10
point penalty for your first infraction.
2-2.C) NO "Scrubbing tires", "warming" tires
etc… Drivers are to focus on maintaining line and distance on the last pace lap
before going green
2-2.D) NO Passing on Pace Lap unless car
in front notifies you to pass, or a pass is necessary to avoid an accident. Only
other exception here is the LD winner. If incident at start line and Drivers
receive BF's, Request it cleared with No Penalty
2-2.E) Passing before start finish line
will not be allowed unless the driver in front notifies you to ( per say he
has lost a gear, etc..)
***Please be
advised, Admin will review ALL cases of passing before the
restart/start-finish.***

2-3) During Race
2-3.A) Slower Drivers are HIGHLY
encouraged to move out of the preferred groove, allowing faster drivers to pass
safely.
2-3.B) Drivers
shall respect braking points and gear ratio differences of other drivers.
Trailing drivers shall let-off/brake earlier when following another driver
to avoid unnecessary contact.
2-3.C) At the End-of Race, After
crossing the start-finish under the checkered flag, drivers are to safely exit
the track without any contact with another driver until the Ratings are posted,
as this causes points reduction on a drivers LPI.
(If contact is made before that time, this can be considered a Incident
and point penalties could be applied)
2-4) Passing
2-4.A) Drivers SHALL NOT attempt diving
passes when entering a turn/corner. Drivers are STRONGLY advised to abort
passing attempts if the driver's front axle is not past the rear axle of the car
the driver is attempting to pass.
2-4.B) The league encourages drivers to yield
to passing drivers when the passing driver has their front wheel past the
drivers rear axle, and/or it is clearly visible that the trailing driver has a
run on the lead driver.
2-4.C) Three-Wide
passes: sometimes unavoidable, it is the League's position that
initiating a 3-wide pass in a turn when it is clearly avoidable is
reckless.
2-4.D) Blocking is not allowed: Contact incidents involving blocking
shall be assessed a penalty of -10 points to EACH incident plus any point
penalties if damage is received.
2-5.E) While racing, drivers shall leave
sufficient room (in their line) for side-by-side racing. This is intended to
help with problems associated with online racing. (lag,
etc)
2-6.F) There is no
Squeezing or Pinching of other drivers allowed to try and gain a position.
2-5) Accidents
Accidents are a part of racing. No one likes being caught in them.
Yet 99% of all of them are avoidable.
2-5.A) Drivers involved in accidents where
their car comes to rest on, or partially on the track shall review their F2
screen to make sure that there is no on coming traffic prior to moving car
off the track.
2-5.B) Once driver can verify that they
are safely off the track the driver should then determine if they can continue
racing, or need to pit, or call tow truck, the league STRONGLY encourages
the use of the tow truck (Esc. ..tow truck) when a tire is down, excessive
smoke, or the driver can no longer see clearly past the hood
etc.
2-5.C) On
re-entering the track following an accident, the driver must verify through the
use of F2 that it is safe and clear of any on coming traffic prior to
re-entering the track. The driver should then make their way to the high line
until up to race speed, or maintain the high line if damage hinders driver
from maintaining race speeds.
2-6) Yellow Flag
Conditions
2-6.A) Drivers shall exercise EXTREME
caution for stopped, slow-moving, or damaged drivers when the yellow flag
drops.
2-6.B) DO NOT
Brake after crossing the start finish for the yellow, rather let off the gas and
allow the car to slow itself down.
2-6.C) Leaders may choose to voluntarily
allow trailing lapped cars to get their lap back. This is NOT TO BE DONE by
braking. Rather, the leader may choose to let off gas before start/finish
and allow lapped cars to safely pass.
2-6.D) Racing back to the line, under
Yellow, is NOT permitted unless there is 20 laps or less left in the race.
Racing the leader to get a lap back when 2 or more laps down is discouraged
but permitted. Drivers a lap down recklessly racing the leader, or damaged and
racing the leader will be disciplined.
2-6.E) Leader shall safely form up
behind the pace car, maintaining pace speed and safe
distance.
2-6.F) Drivers that are ahead of the
leader on the track (this includes cars between pace car and leader) shall
continue around track until they reach the end of the
pack.
2-6.G) Drivers receiving messages from
spotters, or admin to remain behind another driver shall move down toward apron
until the specified driver has safely passed, the spotter stops repeating the message, or admin tells you
otherwise.
2-6.H) Yellows with 10 laps or less: all
drivers 1 or more laps down must enter and drive through pit road on the second
lap under yellow, stopping in your pit stall is your own option but not
mandatory. This is to place all lapped cars in the back of the pack, and allow
lead lap cars to race to the finish. Lapped cars are to use F2 to determine
which vehicle is last car on lead lap and the order they should then
follow.
2-7)
Pitting
2-7.A) Drivers shall use auto chat keys
to announce they are pitting, prior to slowing to enter the pits. Drivers shall
move down out of the race-line prior to slowing for pit stop when another
driver is directly behind.
2-7.B) Should drivers miss pit entrance;
there SHALL BE NO reversing to make pit entrance.
2-7.C) Be sure to not pass the leading
car before entering pit lane, use your F2 button to keep track of were they are
at. Some tracks you will have to slow more then normal if the car in front of
you is staying out on the track due to the inside line being shorter. Once on
pit lane safely this is not a issue any more. (This only comes in to play during
yellow flag pit stops, green flag pit stops will have no bearing on this at
all).
2-7.D) Drivers are to enter pit road in
the lane farthest from the stalls. They are to maintain this lane until they are
approaching their assigned stall.
2-7.D) Drivers should refrain from
driving through the stalls of other drivers
2-7.E) Drivers shall use their mirror
and F2 prior to leaving their pit stall to check for drivers
leaving.
2-7.F) Drivers leaving their stall are
to directly enter the nearest lane, remain in that lane until they are up to pit
lane speed, then merge back to the farthest lane until entering
track.
2-7.G) Drivers shall remain below
the yellow line when exiting the pits until spotter clears them to merge.
As driver is traveling on the apron, prior to merge, the driver is to
announce that they are exiting pits and to pass high.
2-7.H) Driver re-entering the race from
pit road, are to blend back into traffic carefully. Drivers already on the track
shall be allowed to pass on the outside of those re-entering and attempting
to accelerate to speed.
2-7.I) All pit lane Black Flags will
NEED TO BE SEVERED, pay attention to what is going on around you by using your
F2 (Hit the space bar if live timing if not showing) as well as not to
speed. You can request your Pit Lane BF Cleared.
But if found that said BF should have been
severed, then that driver who had it cleared will receive
a 1 lap deduction Post Race and placed
last for the lap you end up on, No Matter where you finished.
2-8) Lucky Dog
Rule (LD)
If you are the LD winner,
pit 2nd lap as normal. Then come out of the pits line up and wait until you see
"LD
Passing On Outside, Plz Stay Low"
(You will see
this just before we start to take the 3rd lap).
At that time all
drivers are to pull to the low line and allow the LD Winner to pass
everyone on the outside even the pace car cautiously.
Come around to line up in the back
of the field.
(If anyone lines up behind you, you
MUST let them by before we go green)
Once it goes green, you
will receive a BF. This will be cleared ASAP upon receiving and you now have
your lap back.
Anyone who receives a BF due to a line up
error with the LD (LD not in front of said Driver)
Request the BF be cleared and no penalty
will be added Post Race.
Section 3: Post-Race Rules
3-1) Race
Ending
3-1.A) As stated in Race Rules: Drivers
safely exit the track without contact with another car.
3-1.B) Until the ratings are posted,
drivers are not to stop on the track, or ram other drivers. Incidents, contact,
etc. after the checkered flag can be scored against involved drivers.
Intentionally causing an incident after the checkered flag in retaliation
will result in loss of all points for that race and/or 2 week
suspension.
3-1.C) Admin/s will save race standings
file and race replay file. Server will reset itself 2 minutes after the
race is over. This way the Race Server will have a copy of the race
export.
3-1.D) Any
drivers who intend to file a protest, or drivers believing they may be involved
in a protest shall save a replay. NOTE: It is advised that drivers save a replay
of the race until at least the point of appeals process has ended. (48 Hours
after race)
3-1.E) Top 3
Drivers are to save their Race Export and send it in to the Series Admin
This MUST be done with in 10 mins
after leaving the Race Server
If not, that person's finishing position
could be stripped.
3.1.F) The Series Admin may ask for your
final 2 laps of your race
You MUST provide these laps and E-Mail
them to the Series Admin with in 10 mins
If not, you could be suspended or banned
from DEI-Racing.com
3-1.G) Admin will review their race
replay for possible league Rules/Procedure
violations.
3-2) Series
Incident Report
3-2.A) Posted with in 12 hours of race
(Usually few hours after race), you will want to check the DEI Forum in the
Series you raced in for the Incident Report of the race just
ran.
3-2.B) If you can not get in to the
area, let the Admin know right away as you only have 48 hours after the race to
protest any incidents posted or not posted on this report.
3-2.C) Review the report and if there is
something you do not agree with or see something that was
missed.

3-3) Complaints and
Protests
3-3.A) If a driver feels they were
intentionally wrecked or another driver is continually breaking the rules, or
other similar problems that viewing a replay can settle, drivers are
encouraged to save replays and send to Admin.
(Race-Day).
3-3.B) Such submissions shall include
statement from alleging driver, which include the lap of incident/s,
circumstances resulting in complaint/protest, a copy of the replay cut 60
seconds prior up to 60 seconds after the incident, and include the
perceived League rule violation. Complaints and protests not filed in this
manner shall be disregarded.
3-3.C) Driver submitting complaint,
protest shall keep a full version of the saved replay in the event that
Admin feels that their may be a need to view more than the clipped version.
Submitted complaints, protests shall be disregarded if the driver filing
them can not supply this copy upon request .
3-3.D) Complaints about other drivers
MUST be CLEAR, and UNMISTAKABLE. The evidence must be unmistakable since
the other driver/s may be unaware that a complaint is being filed, and
therefore may not have a copy saved themselves.
3-3.E) Replays and game play are subject
to issues and problems surrounding online gaming. Therefore, what one
driver may see and save may be different from another driver. Always think
about this before filing a complaint or
protest.
3-3.F) Drivers are HIGHLY encouraged to give
themselves an hour-or so to "cool-off" and
objectively review their
replays (different cameras, theirs and others view) before filing
complaints/protests. Further, upon review of protest it shall be possible
that Admin/Owner may view complaining/protesting driver as at fault and subject
to the very disciplinary action being alleged.
3-3.G) Misuse, abuse and continuous,
frivolous complaints and protests shall be grounds for termination from the
league. Admin's shall notify of such repeat/frivolous claims, misuse
or abuse by members. Admins shall have final decision on this
subject.
(The reason for this is simple: The league is meant to be fun.
These rules are simply a guideline to provide order out of possible chaos.
They are not meant to help drivers win, reduce their standings or
hinder drivers.)
3-3.H) Timeframe for Complaints and
Protests: NOT DURING THE RACE, or in DEI-Racing race server.
3-3.I) Drivers are expected to
prepare their protest by saving pertinent replay information in the server, but
are definitely NOT to engage in arguing, flaming, insulting, whining, or
pestering of league officials. Drivers are expected to simply notify ADMIN
of their intent to file complaint or Protest and then move
on.
3-3.J) Drivers shall file protests NO
LATER than twenty-four (24) hours from date and time of incident. Filings not
done in proper format, or within timeframe shall be disregarded and
complainant/protesting driver is to be notified of this action by
email.
3-3.K) Rules
violations viewed by ADMIN during a race will be administered immediately by
ADMIN by whispering directions to offending driver. ADMIN shall repeat
message for three (3) laps. Drivers ignoring the instruction of ADMIN shall
be ejected with no further warning after the third (3rd)
lap.
3-3.L) Violations, protests and
complaints administered after the race shall be done and found in the Incident
report in the DEI Forum.
(Exceptions to this would be Suspensions and/or Bans, these the Member
will be notified by E-Mail of the Infraction)

This is determined by those that received Damage from
the incident and is based on the worst Damage that anyone received. (Ex:
2 Drivers receive Minor Damage and 1 Driver ends up with Major Damage, you will
get hit with Major DTO) This is not based on what each driver received, just who
ended up with the worst Damage.
4-1.B) Main

These Series are a learning
curve for some, hence a tad more forgiving.

DURING THIS TIME OR TRYING TO WARM UP TIRES, KEEP A EVEN PACE.
After Yellow Incidents = Are
considered the same as Bringing out the Yellow

4-4) Blocking/Chop
Blocking
There is to be no blocking or
chop blocking allowed unless there is less then 20 laps to go.
At that time it
is at your own risk. ********

Extra Rules Section
5
5-1)
Attendance
It is the league's hope that all drivers are able to make
every race/event. However, the League understands that it is an entity created
for having fun, and that its membership will have priorities higher than the
league during the course of daily life. The league wants its members to enjoy
racing, but not to forget, nor neglect their families or obligations as a result
of the league.
Therefore the League's attendance policy is not meant as a
means of punishment, rather it is set-up to provide the least amount of damage
to absent members while maintaining season integrity for attending
members.
Miss 6 Races Straight and a E-Mail will be sent to you, if no reply
to this E-Mail, said driver will be removed from the DMN's and will have to
contact the Admin for a return.
5-2) Provisional
5-2.A) Drivers shall be awarded a
provisional if they are not there to race.
5-2.B) A provisional entitles the driver
to be listed as starting a race for which the driver missed. This enables
the driver to miss a race and not take a catastrophic hit in point
standings. After all this is a league for fun, not a
job.
5-2.C) There is no
Min. or Max. provisional
awarded.
5-2.D) You will receive a last place
provisional, but not to exceed the 11th place
position.
5-3)
Chatting,
Talking, Auto-Chats, Flaming
5-3.A) Drivers are highly discouraged
from using the race server for chatting. Use the main lobby, or the chat forum
on the
league's website.
5-3.B) The league has ZERO
tolerance flaming policy. You may or may not receive a Warning (Exception,
Single Non-Series Racing Events there will be no warning at all), this is up to
the Admin/s on Duty. Everyone is here to have fun and DEI-Racing shall
not allow members to berate other members, be-little, insult or intimidate thru
the use of chat in its server.
5-3.C) Chat/Message Boards on website.
DEI- Racing will not tolerate abusive behavior by anyone, including
members.
5-3.D) Auto-Chat should be short, to the
point and use the following format:
Car# and action
example: 133 passing low It is also acceptable and most likely more useful to end the auto
chat with the car number being spoken
to.
5-3.E) The league does EXPECT its
members to use the required entering and exiting pit
auto-chats.
5-3.F) To contact an admin use the
following procedure.
Whisper to admin: Example: /#53 555 is warping all over the place
or Example:
/#53 I will be sending in
a protest.
The
admin will see a whispered message from you with your message
following. It will be in Admin's chat log.
5-3.G) ADMINS will handle it after the
race is complete.
5-4) Team Speak
Use
Team speak is a tool used by our Members during the Race to be
able to relay information back and fourth to one another.
But it is also used to share some great story's and many
laughs. But in order to keep everything in check during the Event.
There is NO CHATTING on TS during Qualifying until 15 Seconds
left to go.
During a Yellow in the Race itself, there is to
be NO UNRELATED RACE CHAT going on with 1 to go before taking the green.
5-5) Protesting a
Penalty
If you are served
a penalty, you have the right to protest it. If you feel you may be involved in
a incident, you should save the replay in case you need to protest it.
You must have the replay to present a protest. Send your protest to the League
Series Admin for review along with a 1 lap
before and 1 lap after the incident being protested. The replay will be
reviewed. If the Series Admin and Said Driver can not agree, the replay will be
review by 2 other admins and a final decision will be made.
2 out of 3 Will be final.
5-6)
Contacting a Admin/Site Owner
We at DEI want to make
racing here as fun as possible.
